ASHLAND INC. Operates a chemical manufacturing facility located along Neville Road in Neville Township, Allegheny County, PA. This facility, which has been in operation for over 70 years, manufactures polyester resins. As part of the polyester resin operations, the facility operates a natural gas fired thermal oxidizer that serves as an air pollution control device. This thermal oxidizer is also used to dispose of residual wastewater generated onsite as a by-product of the manufacturing process. Ashland Inc. is submitting a Residual Waste Management Permit Application to the Pennsylvania Department of Environmental Protection (PADEP) to renew the existing permit. The permit application contains further information on the design and operation of the facility. Complete copies of the permit application documents will be on file with the PADEP regional office located at 400 Waterfront Drive, Pittsburgh, PA 15222. Persons desiring additional information, or who wish to provide comments concerning this application, should contact Ms. Diane McDaniel at (412) 442-4000. In addition, per Title 25, Section 287.151(a)(2) of the Pennsylvania Code, Allegheny County and Neville Township may submit comments to the PADEP within 60 days of the receipt of the application, recommending conditions upon, revisions to and approval or disapproval of the permit, with the specific reasons described in the comments.

BOROUGH OF PLUM ALLEGHENY COUNTY, PENNSYLVANIA NOTICE OF FINAL ENACTMENT OF ORDINANCE 900-16 IN RE NON-ELECTORAL DEBT AUTHORIZATION FOR BOROUGH OF PLUM, PENNSYLVANIA GENERAL OBLIGATION BONDS, SERIES OF 2016 Notice of final enactment of Ordinance 900-16, enacted May 9, 2016, by the Council of the Borough of Plum, Pennsylvania (the "Borough") is hereby given. The Ordinance was amended during final passage by the inclusion of the following provisions: 1. Section 3 was amended to provide for the manner of approval of the Purchase Proposal and the minimum savings threshold. 2. Section 7 was amended to set the payment dates of the Bonds and to set the Record Date. 3. Section 14 was amended to include the estimated useful lives of the Projects and of the projects financed by the Prior Bonds. 4. Various other matters in connection with the issuance and sale of the Bonds were also enacted. 5. Pursuant to the accepted Purchase Proposal of Piper Jaffray & Co., the price for the Bonds was fixed at 98.738 % of the par amount of the Bonds, inclusive of net original issue discount or premium and underwriter's discount. The interest rates (yields) approved for the Bonds were from 0.75% for the December 1, 2016 maturity to 3.375% for the June 1, 2044 maturity, as more fully set forth in the Purchase Proposal attached to the Ordinance as Schedule B. The purchase price in the successful Purchase Proposal is $5,756,442.10. COMBINED NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS ("FONSI/RROF") This Notice is published pursuant to Federal Regulations promulgated by the United States Department of Housing and Urban Development ("HUD")'s Environmental Assessment set forth at 24 CFR Part 58, Section 58.36. April 20, 2016, City of Pittsburgh-Dept. of City Planning, 200 Ross Street, 2nd Floor, Pittsburgh, PA 15219, 412-255-2211 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Housing Authority of the City of Pittsburgh, under HUD's Moving to Work (MTW) Program. REQUEST FOR RELEASE OF FUNDS On or about June 2, 2016 the City of Pittsburgh ("City") will authorize the Housing Authority of the City of Pittsburgh ("HACP"), to submit a request to the United States Department of Housing and Urban Development ("HUD") for the release of the following Federal funds to undertake projects known as Turnkey Development of Twenty-(20) Scattered Sites Units in the East End Neighborhoods: HACP Moving to Work ("MTW") Funds under the 1937 Act as modified by the 1996 and 1999 Consolidated Appropriations Act. The release of the aforementioned funds is to undertake the Turnkey Development of Twenty (20) Scattered Sites units in the East End Neighborhoods, encompassing fourteen (14) 3 BR units and six (6) 2 BR units, totaling twenty (20) units. As part of this notice, the project requires a set of predevelopment activities including acquisition of public and private properties, demolition of structures, land-use variance requests, public hearings and redevelopment of new units on delineated sites in East End neighborhoods. The developer is East Liberty Development Inc. (ELDI). The total development cost of the project is approximately not-to-exceed $5,700,000.00 FINDING OF NO SIGNIFICANT IMPACT The City of Pittsburgh has determined that the project will have no significant impact on the human environment. This FONSI does not require further mitigation measures. As no mitigation measures is required, an Environmental Impact Statement under the National Environmental Policy Act of 1969 ("NEPA") is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Pittsburgh 200 Ross Street, 2nd Floor, Pittsburgh, PA 15219 and may be examined or copied weekdays from 9:00 A.M. to 5:00 P.M. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the City of Pittsburgh's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
