BETHEL PARK SCHOOL DISTRICT ENACTMENT NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Board of School Directors of Bethel Park School District, at a meeting held on May 10, 2016, adopted a Resolution titled and summarized as follows: AUTHORIZING THE INCURRING OF NONELECTORAL DEBT BY THE ISSUANCE OF GENERAL OBLIGATION BONDS IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED NINETY MILLION NINE HUNDRED AND NINETY THOUSAND DOLLARS ($90,990,000) FOR THE PURPOSE OF REFUNDING EXISTING INDEBTEDNESS; COVENANTING TO PAY, AND PLEDGING ALL AVAILABLE TAXING POWER OF THE LOCAL GOVERNMENT UNIT FOR THE PAYMENT OF, THE BONDS; ESTABLISHING A SINKING FUND AND APPOINTING A SINKING FUND DEPOSITORY; FIXING THE FORM, MAXIMUM INTEREST RATES, MATURITY DATES AND OTHER PROVISIONS FOR THE PAYMENT THEREOF; AUTHORIZING THE ACCEPTANCE OF A PROPOSAL FOR THE PURCHASE OF THE BONDS; AUTHORIZING A FILING OF REQUIRED DOCUMENTS WITH THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT; RATIFYING AND DIRECTING CERTAIN ACTIONS OF OFFICERS; AND MAKING CERTAIN OTHER COVENANTS AND PROVISIONS IN RESPECT OF THE BONDS. The Resolution was amended from its proposed form upon final passage to remove references to new capital project funding, to specify a savings target and to attach debt service schedules. The interest rates (or yields) on the Bonds range from a maximum of 6.00% in 2016 to a maximum of 6.00% in 2033. The Bonds were purchased by PNC Capital Markets, LLC at a purchase price of not less than 95.00% of the principal amount of the Bonds, inclusive of both underwriter's discount and original issue discount. The full text of the Resolution as adopted may be examined by any citizen between the hours of 9:00 AM to 4:00 PM on regular school business days at the office of the Secretary, Bethel Park School District, 301 Church Road, Bethel Park, PA 15102. DEPARTMENT OF AGING - Public Hearing Draft 2016-2020 State Plan on Aging; Public Comment; Public Hearings The Department of Aging (department) is making the draft 2016-2020 State Plan on Aging (plan) available for public review and comment in May 13th. Comments on this document will be used to formulate the department's final plan, which will be submitted to the Federal Administration on Aging for the commonwealth to receive federal funds under the Older Americans Act of 1965. Under the Older Americans Act, the Pennsylvania Department of Aging is required to develop and implement a strategic plan that outlines how the department will protect the commonwealth's most vulnerable, and empower individuals to age in place with the respect and dignity they deserve. The implementation of the upcoming state plan will begin on October 1, 2016 and be carried out until September 30, 2020. Residents, local government officials, and interested organizations in the commonwealth are invited to submit comments on the plan. Notice of Intent to Remediate to an Environmental Standard. (Sections 303(h)(1)(ii) and 304(n)(1)(i)) Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that TMS International, LLC has submitted to the Pennsylvania Department of Environmental Protection (PADEP) a Notice of Intent to Remediate a site located at 516 Delwar Road in West Mifflin Borough, Allegheny County. This Notice of Intent to Remediate states that the site contains a historical landfill that has been inactive since the 1990s. The site has been found to be contaminated with metals, chloride, and sulfate which has contaminated groundwater on the site. TMS International, LLC has indicated that the proposed remediation measures will be demonstration of no complete exposure pathways or pathway elimination. The proposed future use of the property will be continued as non-residential use for metal recycling. TMS International, LLC plans to use a combination of the statewide health and the site-specific standard at the site. The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Until June 13, 2016, West Mifflin Borough may submit a request to TMS International, LLC to be involved in the development of the remediation and reuse plans for the site. West Mifflin Borough may also submit a request to TMS International, LLC during this 30-day comment period to develop and implement a public involvement plan. Copies of these requests and of any comments should also be submitted to the Department of Environmental Protection at 400 Waterfront Drive, Pittsburgh, PA 15222, c/o Dawna Saunders.
