NOTICE of a comprehensive plan for the provision of adequate sewage systems, "Official Plan" submission to the Pennsylvania Department of Environmental Protection Pursuant to the Pennsylvania Code, Chapter 71. Administration Of Sewage Facilities Planning Program, notice is hereby given that Trammell Crow Company has submitted to the Pennsylvania Department of Environmental Protection a comprehensive plan for the provision of adequate sewage systems. Notice is required because the proposed sewage increase is greater than 50,000 GPD. The project site is bounded by the Monongahela River and CSX Transportation railroad tracks to the north, commercial property, including a two-story brick building, to the east, East Carson Street and McKean Street to the south, and Smithfield Street to the west, in the City of Pittsburgh, Allegheny County, Pennsylvania. The proposed Station Square East - Phase 1 development will disturb approximately 6.2 acres. The proposed development will be owned by Trammell Crow Company. The receiving water is the Monongahela River, which is designated as a warm water fishery. The receiving water is not designated as a high quality or exceptional value. The site is currently occupied by paid parking areas that are used for Station Square commuter parking and parking for the river trail access, a portion of the Three Rivers Heritage Trail, and the American Natural gas station. Historically, the site has been developed since the 1870's. The proposed development will include the construction of two 5-story apartment buildings with commercial space, at-grade parking garages, and associated site features. The project proposes one on-site gravity sewer laterals for the planned development. The 18-inch PVC lateral will tie into the existing 48-inch combined sewer located within 1st Street via an existing manhole. This ultimate method (to serve the development in the long term, five years or more) will provide for the disposal of the total combined daily flow of 62,950 gallons per day, or 158 EDUs. Sewage will be conveyed to and treated by the Allegheny County Sanitary Authority (ALCOSAN) Wastewater Treatment Facility in Pittsburgh, PA. Alternative methods of sewage disposal that could be considered include on-site subsurface disposal systems (septic systems) and an individual package wastewater treatment plant. The existing developments in the area are all currently connected to the public sewer system. An on-site septic system would not be consistent with the neighboring buildings, nor would it be a practical solution to provide adequate service for the site. The nearest discharge point from the site for a stream discharge is the Monongahela River, which is immediately adjacent to the site. A package wastewater treatment plant with discharge to the Monongahela River is not feasible due to the size and cost of the site. A 30-day public comment period begins November 16, 2015. Comments can be provided to Trammell Crow Company at the address above and must be received within 30 days of this notice.

QUAKER VALLEY SCHOOL DISTRICT SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT AMENDED NOTICE-CHANGE IN LOCATION Notice is hereby given that the Board of School Directors of Quaker Valley School District, at a meeting to be held on Tuesday, November 17, 2015, at 7:00 p.m. (or at such other time and on such other date, not later than 30 days from the date of publication of this notice, as the Board may legally authorize), in the Library of the Middle School, 618 Harbaugh Street, Sewickley, Pennsylvania, will consider, along with such other general business as may come before the Board, the adoption of a resolution authorizing nonelectoral debt in an amount presently estimated not to exceed $7,925,000, and summarized as follows: Article 1 defines certain terms, including the Bonds and the Project, which consists generally of (a) refunding the School District's General Obligation Bonds, Series 2010A and Series 2011A, in order to achieve debt service savings, and (b) paying the costs and expenses incidental to the issuance of the Bonds. Articles 2 and 3 authorize the incurrence of nonelectoral debt by the issuance of General Obligation Bonds, and establish a sinking fund. Article 4 provides the form, maturity amounts, interest rates and the terms and provisions for the payment of the Bonds. Articles 5, 6, 7 and 8 address the Sinking Fund Depository, events of default, and amendment and discharge of the security documents. Article 9 contains federal income tax covenants; Article 10, securities law covenants. Article 11 provides for the sale of the Bonds, establishes certain funds and sets forth certain directions for Settlement, while Article 12 authorizes other related and necessary actions.
