NOTICE TO BIDDERS BOROUGH OF GREEN TREE ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the Borough of Green Tree 10 W. Manilla Ave., Pittsburgh, PA 15220 for the following: " Sidewalk Replacement on Noblestown Rd. and Hawthorne Ave. - Removal and replacement of portions of the existing concrete curb and sidewalk along the Noblestown Rd. and Hawthorne Ave. The project will include removal and replacement of approximately 1,642 SF of concrete sidewalk, 790 SF of reinforced concrete driveway transitions, installation of approximately 520 LF of reinforced concrete full-depth curbs, installation of 370 LF of perforated underdrain, installation of 150 SY of asphalt paving and restoration of all disturbed areas. All Proposals must be received by the Borough of Green Tree, office of the Manager located in the Municipal Center, 10 W. Manilla Ave., by 10:00 AM, prevailing time, June 1, 2016 and the same will be publicly opened and read immediately thereafter. There will be a MANDATORY pre-bid conference held at the Green Tree Municipal Center, 10 W. Manilla Ave., on May 20, 2016 at 10:00 AM. All contractors presenting proposals for the Sidewalk Replacement on Noblestown Rd. and Hawthorne Ave. project must be present at the pre-bid conference for their proposal to be considered. All bidders must be PennDOT pre-qualified as prime contractors and meet the work classification code of F1, and K. A true and correct copy of a current Pre-qualification Certificate issued by the Commonwealth of Pennsylvania, Department of Transportation, ECMS system must be affixed to the outside of the sealed bid proposal. Any bid submitted without the pre-qualification certificate affixed to the outside of the sealed bid proposal will be rejected without being opened. All bidders must also have at least one employee certified under the American Traffic Safety Services Association as a Traffic Control Supervisor, and shall have a certified Traffic Control Technician on-site to set up and maintain the traffic control devices for the work zone. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "Bid for Sidewalk Replacement on Noblestown Road and Hawthorne Avenue." Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Green Tree Borough Municipal Offices, 10 W. Manilla Ave., Pittsburgh, PA 15220. Sets of said documents may be obtained upon payment of $75.00 per set from Green Tree Borough, 10 W. Manilla Ave., Pittsburgh, PA 15220. No refund will be made for the return of any documents. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Borough of Green Tree, Allegheny County, Pennsylvania in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Green Tree, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw its Proposal during the sixty (60) day period without forfeiting its Bid guarantee. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Borough will award the contract to the lowest responsible bidder based on the total bid submitted for all work listed. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. BOROUGH OF GREEN TREE NOTICE OF PUBLIC HEARING PLEASE BE ADVISED that a public hearing will be held on Thursday, May 19, 2016 beginning at 7:00 p.m. at the Green Tree Municipal Center located at 10 W. Manilla Ave., Pittsburgh, PA 15220 for the following applicants: ZHB-02-2016 Applicant, Boos Development, acting on behalf of the owner of property located at 2379 Noblestown Road, is requesting a variance from the following sections of the Borough of Green Tree Codified Ordinances in order to construct a Burger King restaurant on the subject property that has two drive-through isles and multiple signs: 1. Chapter 420, Article VIII, Section 420-54(B)(2)(f)[1][b] which limits the number of drive-through lanes to one when the applicant is proposing two for the new restaurant. 2. Chapter 420, Article XXIII, Section 420-197(G) which limits the size of a temporary sign to 12 square ft. when the applicant is proposing a 32 square ft. temporary sign during construction. ZHB-03-2016 Applicant, Brian Bernard, acting on behalf of the owner of property located at 555 Trumbull Dr. known as The Hampton Inn, is requesting a variance from the following section of the Borough of Green Tree Codified Ordinances in order to install an on-lot directional sign larger and higher than permitted: 1. Chapter 420, Article XXIII, Section 420-191(A)(4) which limits on-lot directional signs to 12 square ft. in size and 6 ft. in height when the proposed sign will be 17.68 square ft. in size and 8 ft. high.
