Safety Inspection of State-Owned Bridges SAI Consulting Engineers, Inc. has been retained by the Pennsylvania Department of Transportation to perform routine safety inspections of twenty-nine (29) State-Owned bridges in Allegheny, Beaver, and Lawrence Counties. The inspection work is anticipated to begin on March 6, 2017. The work will be performed from March 2017 through November 2019. SAI requires the services of a qualified Contractor to provide access equipment, cable rigging, safety equipment, and maintenance and protection of traffic (MPT). SAI will receive sealed Bids from qualified Contractors until 11:00 am Prevailing Time on Monday, February 20, 2017, at 1350 Penn Avenue, Suite 300, Pittsburgh, PA 15222-4211. Bids will be opened on the due date at 11:00 am. Bids received after this time will not be accepted. Complete bid packages may be obtained from SAI at the same address on or after 12:00 pm, Prevailing Time on Monday, February 6, 2017. Questions should be directed to Eric Setzler, PE, at 412.392.8750. Bid documents can be secured in person at the above address between 8:00 am and 4:00 pm on weekdays. Electronic bid documents delivery can be arranged by contacting the provided number during the above noted times. The Contractor must provide evidence of his qualifications by referencing five separate bridge inspection contracts where they provided similar access and MPT services within the last ten years. Personal references and contact information for the five previous contracts must be provided. The Contractor must be able to provide under-bridge access equipment of various sizes, bucket trucks, lift platforms, safety equipment, cable rigging, safety boats, stages, and other equipment in good working order, along with properly trained and competent equipment operators. All under-bridge inspection equipment must be inspected in accordance with manufacturer requirements. The Contractor must provide proof of said inspections as part of the bid. The Contractor must provide MPT in strict accordance with PennDOT Publication 213. Multiple set-ups, access vehicles, and MPT may be required on various bridges at the same time. Following approval by PennDOT and SAI, the contract will be awarded to the lowest qualified bidder. SAI Consulting Engineers, Inc. reserves the right to reject any or all bids not in conformance with the bid requirements.
