Invitation for Bids (IFB) NOTICE IS HEREBY GIVEN that specifications and proposal forms for furnishing the purchase of two (2) 2017 Toyota Sienna LE vans (standard package) for the following project entitled: The Bradley Center's Van Project-CDBG 42-6.3.3 may be obtained at the offices of The Bradley Center located at 5180 Campbells Run Road, Pittsburgh PA 15205, from 9:00 a.m.-4:00 p.m., beginning on Monday, January 30, 2017. ALL BIDS MUST BE RECEIVED by 1PM on Tuesday, February 21, 2017. Bids will be publicly opened at 1PM on Tuesday, February 21, 2017 at The Bradley Center office at location indicated above. Bids must be on standard proposal forms in the manner therein described in the bid documents and be enclosed in a sealed envelope, bearing the name and address of the bidder on the outside, addressed to The Bradley Center: to the attention of Pat Hargest and marked with the project name. Bids must be accompanied by a certified check upon a National or State bank, drawn and made payable without condition to The Bradley Center in the amount not less than five percent (5%) of the bid, or a bid bond of not less than 5%, and be delivered to the place and hour named. "Compliance is required with Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses.
