INVITATION TO BIDDERS/OFFERORS THE PITTSBURGH WATER AND SEWER AUTHORITY ADVERTISEMENT SEPARATE and SEALED PROPOSALS for the following solicitation, will be received by the Office of Procurement, Pittsburgh Water and Sewer Authority, 1200 Penn Avenue, Second Floor, until 3:00 P.M. Prevailing Time, August 31, 2015: REQUEST FOR PROPOSALS (RFP) FLOW & RAINFALL MONITORING, PWSA PROJECT NO. PWSA48 Copies of the solicitation document may be examined at the Office of Procurement, Pittsburgh Water and Sewer Authority, 1200 Penn Avenue, Second Floor, Pittsburgh, PA, 15222. Any questions relating to the solicitation itself shall be directed to Autumn Barna via e-mail at abarna@pgh2o.com. Questions are due no later than August 24, 2015. All Offerors interested in submitting a proposal in response to this solicitation are invited to attend the Site Visit to be held on August 20, 2015. Offerors shall meet in the lobby of 1200 Penn Ave., 2nd Floor, Pittsburgh, PA, 15222 promptly at 8:30 a.m. Transportation will be provided to the sites identified in the Site Locations table (see Attachment Section). Please e-mail a completed Waiver and Release Form for each individual who will be in attendance to cjuratovic@pgh2o.com prior to August 13, 2015 at 12:00 p.m. EST. In addition, please e-mail Confined Space certification for any individual who may wish to enter manholes, etc. Proper PPE must be worn. No further site visits will be made available. No individual will be permitted to attend the site visit without a completed Waiver and Release Form, and no individual will be permitted to enter confined space without a certificate and proper PPE. Please be advised that this site visit may take up to 10 hours and involve walking to sites inaccessible by bus. All Offerors interested in submitting a proposal in response to this solicitation are invited to attend a Pre-Proposal Meeting, to be held on August 21, 2015 at 11:00 a.m. in the Authority's Conference Room, 1200 Penn Ave., Pittsburgh, PA, 15222. The purpose of this meeting is to give an overview of the contract requirements and to allow Offerors to ask questions. The Consultant must assure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, sexual preference, or national origin. The Consultant will be required to submit the package of certifications included with the contract documents relating to Equal Employment Opportunity. The Authority reserves the right to withhold the award of the Contract for a period of 120 days after the proposal due date. The Authority reserves the right to reject any or all proposals, and to waive any informality or minor irregularity in any proposal(s). The Authority also retains the right to investigate the qualifications of Offerors prior to any award and to award contracts only to Consultants who, in the sole judgment of the Pittsburgh Water and Sewer Authority, are qualified and equipped to properly execute the specified work.
