OFFICIAL BID NOTICE TOWNSHIP OF UPPER ST. CLAIR Sealed Bids will be received by the Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241 until 9:00 A.M. on Tuesday, April 12, 2016 for the following: AIR SUPPORTED STRUCTURE - TENNIS COURTS 5 & 6 CONTRACT A: GENERAL CONSTRUCTION Base Bid This Contract includes, site demolition, construction of a concrete vault and pad for mechanical equipment, relocation of existing storm sewer, installation of perforated underdrain, 10' high chain link fence, wind resistant fabric, concrete sidewalk, electric service, placement of mechanical equipment (supplied by others), tennis court resurfacing, fencing, posts and line striping, utility coordination and notification and other incidental restoration. Add Alternate Bid No. 1 - Court Repaving This project includes the removal and replacement of the existing tennis courts asphalt base. Add Alternate Bid No. 2 - Gas Service Line Replacement This project includes the removal and replacement of the existing gas service system. CONTRACT B: AIR SUPPORTED STRUCTURE Base Bid This Contract includes the furnishing of an air supported structure, inflation, heating, and lighting equipment, supervision during construction, startup services and all necessary appurtenances to ensure an operating air supported structure. Add Alternate Bid No. 1 - TEDLAR Coating This project includes the placement of a TEDLAR Coating on the outer membrane. All Bids must be in the hands of Matthew R. Serakowski, Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241, before 9:00 A.M., local time, on April 12, 2016, and the same will be publicly opened and read immediately thereafter. Bids shall be delivered in a sealed envelope and clearly marked on the outside with the words "Air Supported Structure - Tennis Courts 5 & 6". Bids shall only be received by bidders that are pre-qualified by the Township of Upper St. Clair. Bidders that are not pre-qualified to date in the Township of Upper St. Clair should contact George Kostelich, Director of Public Works, at 412.831.9000 Ext. 217 for the requirements. All pre-qualification materials must be in the hands of George Kostelich, Director of Public Works, Township of Upper St. Clair, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241, by 4:00 P.M. on Wednesday, April 6, 2016. All bidders that submit pre-qualification packages to the Township for review will be alerted of their status following submittal of their pre-qualification packet. Bids will only be accepted from bidders that are pre-qualified in the Township of Upper St. Clair. There will be a pre-bid meeting for "Contract A" on Friday, April 8, 2016 at 9:00 A.M. in the Township Office's Board of Commissioners' Meeting Room, 1820 McLaughlin Run Road, Upper St. Clair, PA. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Bids and Agreement are on file and open to public inspection at The Gateway Engineers, Inc., 400 Holiday Drive, Suite 300, Pittsburgh, PA 15220 where sets of said documents may be obtained at a cost of $50.00. An additional charge of $10.00 is required for any specifications which are mailed to proposed bidders. Pennsylvania Prevailing Wage rates are required to be paid on this project. Performance ,Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workers' Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. Bids to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Township of Upper St. Clair in an amount equal to ten percent (10%) of the total amount of the Bid as a guarantee that, if the Bid is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Bids must be made to the Township of Upper St. Clair, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw their Bid during the sixty (60) day period without forfeiting their Bid guarantee.
