NOTICE TO BIDDERS BOROUGH OF JEFFERSON HILLS ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the Borough of Jefferson Hills, at the Municipal Building, 925 Old Clairton Road, Jefferson Hills, Pennsylvania, 15025 until 10:00 a.m. on Tuesday, April 5, 2016 to be publicly opened and read immediately thereafter for the following project: 2016 ROADWAY SEAL COATING PROGRAM Base Bid 1 This project involves the application of Single Seal Coating on various streets in the Borough of Jefferson Hills which includes approximately 43,600 S.Y. of Single Seal Coating, traffic control, resident notification, preparation and cleanup. Add Alternate Bid No. 1 Application of Single Seal Coating various streets in the Borough of Jefferson Hills which includes approximately 6,300 S.Y. of Single Seal Coating, traffic control, resident notification, preparation and cleanup. Add Alternate Bid No. 2 Application of approximately 5,280 S.Y single coat of Grip-Tight polymerized asphalt emulsion, including traffic control, resident notification, preparation and cleanup. Base Bid 2 This project involves the application of Double Seal Coating on various streets in the Borough of Jefferson Hills which includes approximately 43,600 S.Y. of Double Seal Coating, traffic control, resident notification, preparation and cleanup. Add Alternate Bid No. 3 Application of Double Seal Coating various streets in the Borough of Jefferson Hills which includes approximately 6,300 S.Y. of Double Seal Coating, traffic control, resident notification, preparation and cleanup. Add Alternate Bid No. 4 Application of approximately 8,100 S.Y single coat of Grip-Tight polymerized asphalt emulsion, including traffic control, resident notification, preparation and cleanup. All Proposals must be in the hands of Linda Essey, Borough Secretary, Borough of Jefferson Hills, 925 Old Clairton Road, Jefferson Hills, PA 15025 on or before 10:00 A.M. prevailing time, April 5, 2016. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "2016 ROADWAY SEAL COATING PROGRAM." Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engineers, Inc., 400 Holiday Drive, Suite 300, Pittsburgh, PA 15220 where sets of said documents may be obtained upon payment of $50.00 per set. No refund will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Jefferson Hills in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Jefferson Hills, Allegheny County, Pennsylvania, and shall remain firm for a period of ninety (90) days. No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. The Borough reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Borough will award the contract to the lowest responsible bidder based on the total bid submitted. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
