NOTICE OF PUBLIC COMMENT MUNICIPALITY OF MT. LEBANON ALLEGHENY COUNTY, PENNSYLVANIA The Municipality of Mt. Lebanon is soliciting comments on a Draft Total Maximum Daily Load (TMDL) Narrative and Strategy Plan. The Permit for the Municipality's Municipal Separate Storm Sewer System (MS4) requires Mt. Lebanon to develop a TMDL Strategy and make this plan available for public review and comment. The TMDL Strategy is available for review at the Municipal Office, 710 Washington Road, Pittsburgh, PA 15228, First floor Customer Service Center desk during normal business hours. Sawmill Run (SMR) is in the Ohio River Basin which is located within Allegheny County, Pennsylvania. Approximately 1,483 acres (25% of MS4 area, 12% of overall watershed) of which are located in Mt. Lebanon. Following the guidelines of Section 303(d) of the Clean Water Act for TMDLs, the United States EPA established a TMDL in Mt. Lebanon for Sediment in 2007 and for Nutrients in 2008. The purpose of the TMDL Strategy is to discuss the methodology used by the Municipality of Mt. Lebanon to reduce or eliminate the sources of Sediment and Nutrients to meet water quality standards. Comments on the draft plan must be filed in writing no later than 30 days after the publication of the formal notice. Comments should be clearly marked "TMDL Narrative and Strategy Plan" and either mailed, hand delivered or discussed during the comment period of a public meeting. All comments which are mailed or hand delivered should be delivered to the Mt. Lebanon Municipal Building, 710 Washington Road, Pittsburgh, PA 15228; Attention Rudy Sukal, Director of Public Works.
